Walter McCulloch is the Independent Chair of the Buckinghamshire Safeguarding Children Partnership. He has a background as a social worker and as a senior officer in local government across the South East and the East Midlands.

I was delighted to take up the role of the Independent Chair in September 2022. Since that time I have been pleased to see the partnership begin to strengthen its cohesiveness. There is more work for the partnership to do to see this progress become fully embedded but we are on the right path. To reinforce this I have incorporated the role of the Independent Scrutineer into my work and can see signs that this is strengthening the effectiveness of the collective responses to safeguarding children.

Our website brings together information for children, young people & their families, as well as the professionals who work with them.
The move from the board to the Partnership coincided with a review of the Buckinghamshire Safeguarding Adults’ Board (BSAB) and this provided an opportunity to review the chairmanship of the two, and their respective business units.
As a result, a decision was made to appoint a single Independent Chairperson for both the BSCP and the BSAB, and to merge the two once separate business units together. Therefore the joint business unit is now managed by one Safeguarding Partnership Manager, supported by a staff team who facilitate the work the multi agencies deliver to children, young people and their families throughout Buckinghamshire.
The Buckinghamshire Safeguarding Children’s Partnership (BSCP) replaced the Local Safeguarding Children’s Board in 2019.
The new arrangements place the joint responsibility for safeguarding children and young people on Buckinghamshire Council, Thames Valley Police and the Clinical Commissioning Group.
BSCP Business Priorities 2023 - 2025 set out the strategic objectives and priorities it wishes to adopt.
Each year the Partnership will produce an annual report which sets out what has been achieved against the plan, and what we areas we need to refocus on in future years.
The BSCP also has a strategic Learning and Development Plan 2022-2024 .
This plan supports and provides learning and development pathways, not only for multi agencies, but also for charity and volunteer organisations.
The BSCP supports a range of operational working sub groups that ensure we review, monitor and hold accountable, and that the actions set by the Partnership are maintained in the best interest of the children and young people of Bucks.

Throughout the work carried out by the BSCP there is a strong and consistent focus on ‘Making Safeguarding Personal’ and placing the individual at the centre of what we do by adopting the ethos “talk to me, hear my voice”.
The premise of such is to listen to the voices of those who need our support, to ensure that we work to the highest standards possible with this shared philosophy throughout a multi-disciplinary service.
